Project Scope and Objectives
CircularPSP (Public Service Platforms for Circular, Innovative and Resilient Municipalities through PCP) was a Horizon Europe pre-commercial procurement project focused on accelerating the transition to a circular economy through innovative digital public services. It addressed the need for better tools, accessible knowledge and closer coordination to help municipalities plan, procure and implement circular solutions.
VCG.AI’s Role: Developing CircOS
As an innovation supplier within CircularPSP, VCG.AI developed CircOS, an AI-powered digital platform that helps municipalities and other public-sector organisations turn circular economy ambitions into coordinated, measurable action.
CircOS connects organisational data, strategies, implementation projects and teams in one shared workspace. It supports strategic circular mission planning, translates mission objectives into implementation workflows, and provides tools for procurement, learning and collaboration. AI assists with analysis, drafting, guidance and insights, while users review outputs and retain responsibility for decisions.
Developed and tested with European organisations
Between November 2025 and July 2026, CircOS was tested with 17 demonstration organisations and explored by 12 more organisations in Europe and beyond. Participants used the platform to create circular missions, develop projects and workflows, and review procurement documents. Feedback from real-world testing informed iterative platform improvements, making CircOS a fully operational and validate platform for municipal circular economy implementation.
